Noel O’Connell, a deaf man and PhD holder in deaf education, was awarded €40,000 in compensation after Ireland’s Workplace Relations Commission ruled the National Council for Special Education (NCSE) indirectly discriminated against him by requiring a formal Irish Sign Language qualification for an advisor role, despite his fluency as a native ISL user and extensive experience.
