In January 2026, the Salem City Council reversed its December decision to reappoint Kyle Hedquist, a man convicted of murder in 1995, to the Community Police Review Board after public backlash, union opposition, and revelations that council members lacked clear guidelines on criminal histories for sensitive roles.
