A new IEA report released October 20, 2025, says achieving universal electricity access in sub-Saharan Africa by 2035 requires $15 billion annually, but only $2.5 billion was committed in 2023, with private investment falling short of needed levels.

The report highlights that 80% of the unconnected live in rural areas, where financing is scarce, and calls for expanded use of solar home systems and mini-grids, along with concessional finance covering about 40% of investment.
