ExxonMobil sought security guarantees from Mozambique’s president before deciding on a $30B LNG project in a violent region.
ExxonMobil CEO Darren Woods reportedly sought security assurances from Mozambique’s President Daniel Chapo ahead of a final decision on a proposed $30 billion LNG terminal in the volatile Cabo Delgado region, where an Islamic State-linked insurgency has disrupted energy projects since 2017.
The request follows TotalEnergies’ prior halt of its own LNG project due to violence, including a 2021 attack on Palma, though the company recently lifted its force majeure status.
President Chapo affirmed the project’s potential economic benefits, while Exxon confirmed ongoing collaboration with partners to assess conditions for a final investment decision.
Security improvements, including continued Rwandan military support, may signal progress, but the situation remains unstable.
