Malaysia's Home Minister, Datuk Seri Saifuddin Nasution Ismail, announced that approximately 20,000 non-major crime offenders may qualify for a new house arrest bill, aimed at first-time offenders, pregnant women, seniors, and individuals with disabilities.

The bill, to be presented in Parliament next year, seeks to reduce prison overcrowding, currently at 11% overcapacity, and follows prior successful alternatives to incarceration.
